Fingerprints help determine if someone is a repeat offender, however in the early days of the police force they did not use fingerprinting, therefore they could not know if someone was a repeat offender and should be charged more severely. Different countries took different paths on this issue, France actually branded their criminals with the symbol of the crown, the Fleur-De- Lis. Rome Tattooed their criminals to make sure they were not repeat offenders. but other countries cut off their thieves hands so they could not commit another crime.
